Windsor Estate Subdivision Development

EDR was engaged to deliver the full subdivision development at Windsor Park, encompassing civil earthworks, road and footpath construction, installation of three-waters infrastructure, utilities provision, and final site reinstatement. The works were delivered to Council standards, ensuring the subdivision was fully serviced, safe, and ready for occupation.

Scope of works

The project involved a wide range of civil and infrastructure tasks, including:

  • Preliminary & General - Site establishment and disestablishment, management plans, traffic management, testing, surveying, stakeholder liaison, and service location
  • Site Clearance & Preparation - Removal and off-site disposal of debris, vegetation, and fencing. Installation of temporary fencing, erosion and sediment controls, and provision of temporary access
  • Earthworks - Topsoil stripping, subgrade excavation and preparation, reworking lot and berm levels, grass seeding, and disposal of surplus material
  • Wastewater - Installation of new mains, property connections, manholes, and cleaning eyes
  • Stormwater - Installation of sump leads, kerb outlets, and new sumps, including modifications to existing kerbline
  • Water Supply - Installation and extension of watermains, laterals, valves, tees, reducers, service connections, meters, testing, disinfection, and commissioning
  • Trenching for Other Services - Combined trenching for telecommunications, power, and lighting ducts
  • Right of Way Construction - Placement and compaction of sub-base and basecourse materials
  • Kerb & Channel - Construction of standard kerb and channel, drop nibs, nib kerbs, and pram crossings
  • Right of Way Surfacing - Application of asphalt surfacing and membrane sealing
  • Footpaths & Vehicle Crossings - Construction of concrete footpaths, basecourse, sub-base, and vehicle crossings

Project Outcome

The Windsor Park subdivision was successfully delivered to Council specifications between 2019 and 2023. The project provided essential civil, roading, and three-waters infrastructure with no non-conformances at practical completion, ensuring a high-quality residential environment with reliable services and safe access.
